Terrace Park Village Council plans to appoint Erica Moore as the village's new chief fiscal officer at its Tuesday, Oct. 13 meeting, bypassing the usual three-reading process under an emergency resolution.

The appointment is one of three fiscal resolutions on the council's agenda, all brought forward by Finance Committee chair Regina Sharp. Council will also consider empowering the new fiscal officer to revise the 2026 appropriation budget and authorizing tax levies certified by the Hamilton County Budget Commission.

New fiscal officer, emergency timeline

Resolution 10-1 would make Moore's appointment effective immediately. Under Ohio law, an emergency designation lets council skip the standard three-reading requirement when a delay could disrupt government operations.

The agenda already lists Moore as chief fiscal officer in the village officials section, suggesting she may be serving in the role ahead of the formal vote. No explanation appears in public records.

Terrace Park used the same emergency process in June 2018, when council appointed Katie Lyons to the chief fiscal officer role. Lyons signed the village's 2025 final appropriation as chief fiscal officer on Dec. 11, 2024, setting total appropriations at $2,926,942. By June 9, Lyons signed the 2027 tax budget resolution as village clerk, not fiscal officer. Lyons is listed on the Oct. 13 agenda as clerk of council.

The village has not publicly stated the reason for the transition.

Moore has served Terrace Park in other capacities. A 2024 Village Views newsletter identified her as an EMT with Terrace Park Emergency Medical Services.

Budget revision and tax levies

Resolution 10-2 would give the chief fiscal officer authority to revise the 2026 appropriation budget. No dollar amounts or line items are included in the published agenda.

Resolution 10-3 would accept the tax rates set by the Hamilton County Budget Commission and authorize the village to certify the necessary levies to the county auditor. No millage figures appear in the agenda.

The 2027 tax budget, passed June 9, projected 2026 General Fund revenue of about $2.5 million and expenditures of roughly $2.7 million, with a projected year-end fund balance of $837,232.
