Indian Hill Schools will livestream a financial briefing for taxpayers on Wednesday, Sept. 23. The district's five-year forecast projects cash reserves dropping to just four days by fiscal year 2031.

The hour-long program, branded "IH IR" for Indian Hill Investor Relations, is modeled after the earnings calls publicly traded companies hold for shareholders. Treasurer and Chief Financial Officer Mick Davis and Superintendent Dr. Melissa Stewart will walk through revenues, expenditures and the assumptions behind the district's Five-Year Forecast, then take questions from the community, the district announced on Thursday, Sept. 10.

"Our taxpayers are investors in Indian Hill Schools, and they deserve a clear understanding of our financial position, the factors shaping our forecast and how we are managing their investment," Davis said in the announcement.

At the Aug. 11 Board of Education meeting, Davis presented a forecast projecting days of cash on hand dropping from 99 in FY26 to 77 in FY27, 59 in FY28, 42 in FY29, 20 in FY30 and four in FY31. That forecast assumes no new operating revenue over the period. The district's current expense levy expires at the end of 2026, and recurring expenditures are expected to exceed recurring revenues in each year from FY27 through FY31.

Davis said at the Aug. 11 meeting that reserves cannot permanently fix a structural gap between what the district takes in each year and what it spends.

The district has pointed to $9.4 million in measurable taxpayer value it has captured, including $8.5 million in bond-refinancing savings, more than $588,000 in grants and partnerships, more than $150,000 in annual energy savings and $430,000 in yearly administrative efficiencies, according to the forecast presentation.

State legislation, House Bill 186 (HB 186), also factors into the outlook. The law caps revenue growth for 20-mill floor districts at the cumulative three-year rate of inflation after property reappraisals and creates an "Inflation Cap Credit" for property owners in districts like Indian Hill.
