Terrace Park Village Council appointed Erica Moore as the village's new chief fiscal officer Tuesday, Oct. 13, at an annual salary of $30,970.56.
The five council members present voted unanimously on three resolutions at the regular meeting held at the Terrace Park Community Building, according to village council records. The actions set Moore's appointment, amended the 2026 budget and certified property tax rates for 2027.
Moore appointment
Council passed Resolution 10-1 as an emergency measure, waiving the usual three separate readings. The resolution stated the emergency was necessary "to maintain the continuity of the Village's financial operations."
Moore's appointment takes effect immediately. Mayor Thomas M. Tepe Jr. signed the resolution, and Village Clerk Katherine Lyons attested it.
EMS budget increase
Resolution 10-2 added $5,388 to the village's EMS line item, raising it from $27,000 to $32,388. The amendment brought the total 2026 General Fund appropriation to $2,718,954.23.
The resolution empowers the chief fiscal officer to revise the 2026 appropriation budget to reflect the change.
2027 tax rate
Councilmember Regina Sharp moved Resolution 10-3, which certifies the 2027 property tax levy to the Hamilton County Auditor. Councilmember Kyle Lehman seconded.
The certified total rate is 16.64 mills, a slight increase from the 16.63-mill rate council adopted for 2026 at its Oct. 14, 2025, meeting. The General Fund rate holds steady at 15.69 mills. The bond levy ticked up from 0.94 mills to 0.95 mills.
Of the total, 14.78 mills fall outside the 10-mill limitation and 1.86 mills fall inside it. The Hamilton County Budget Commission approved gross levy proceeds of $2,462,916.
All five members present voted aye on the tax resolution: Pax Lindell, John Gaskey, Regina Sharp, Kyle Lehman and Pat Wirthlin.
Village Clerk Katherine Lyons certified a copy of the resolution to Hamilton County Auditor Jessica Miranda. Council agendas and resolutions are posted on the village website.
